Hypothetically speaking...
Do you experts think it's possible for a distance runner of average to above average strength to become a decent javelin thrower?
Hypothetically, the distance runner realizes he can't run consistently for any stretch of time without getting injured. His days of 14-milers are over. On top of that, he never had the long-distance talent necessary to be great. He is not, however, quite ready to stop being competitive. He knows that his distance training has given him an edge over the competition. He's willing to give 110% 110% of the time. He fears no kind of training because of his past encounters with excrutiating cross country workouts. He's willing to spend more time in the weight room, more time working on form and technique, and more time working on speed than any of his opponents. To give you a very rough indication of his strength, he was able to bench press over 200 pounds (while weighing 140) four years ago, but he hasn't hit the weights very hard since then. He thinks that his strength gains would come very quickly given his enormous relative strength back in the day.
He has zero experience in the event otherwise.
This is all hypothetical, of course.
