It all depends on where you are.
Sub-elite is generally considered the fastest times for a non-full time amature runner. Elite is generally considered times a professional full time runner should be able to run. But this can vary widely depending on the event.
Smaller marathons will grant elite status if you can run under 2:30. The big ones want sub 2:10, but will let US runners with sub 2:15 in to keep the US fans happy.
In the track world, times for elites can be decieving because of tactics. Also, there is not as big of a sub-elite crowd for track because of the lack of events compared to road racing.
If there was a universal standard for sub-elites, I think it would be as follows:
1500: 3:55-4:10
5000: 13:55-14:30 track; 14:30-15:15 road
10000: 29:00-30:00 track; 31:00-32:00 road
1/2: 67-70
26.2: 2:25-2:35
