Because he committed the crime in America against an American citizen. What jurisdiction does Switzerland have over that? The Swiss are simply honoring the extradition request per their interpretation of international law and their obligations therein. Unlike the French, who seem to look the other way when the accused is a world famous artist. Believe me, if Roman Polanski was a two-bit nobody from Alabama, the French would have extradited him long ago.
If anyone thinks Polanski should be not prosecuted, please read Eugene Robinson's column in today's Washington Post. Eugene Robinson is uber liberal, but he makes a compelling case for why Polanski should do some time for his crime.
