I agree. His iaaf profile said he ran 1:43.44 for 800.

Has to be Juantorena. Not only was he marginally faster than Everett when you add the 2 relevant pbs together, but the Cuban actually won major titles. I can't imagine anyone being good enough to win the 400/800 in future Champs, and he won Olympic golds the same Games, not to mention the World Cup 800 title in 77.
I can't think of anyone else remotely close.
As for was he clean? I'd like to think so. I know Cuba was/is a Communist state, but not sure whether there has been any suggestions/hints that they adopted state run doping programmes back in the day.
He looked very natural.
Hahaha, this is not even close - of course it is Juantorena, the only man to complete the virtually impossible 400/800 double at an Olympics winning the 800m in WR time and the 400 in a sea-level WR.
Who cares about drugs - whoever mentioned Mark Everett, laugh my arse off - you think that guy never touched anything?!?!

As for Juanto, aka El Caballo: Of course he doped (but then most did/do). He tested clean at the Olympics--but so did Bruce Jenner!

Where is the evidence that either Juantorena or Jenner doped?
You should also consider the duo of Mal Whitfield and Arthur Wint.
Whitfield won the 800 in the 1948 and 1952 Olympics, finished 3rd in the 400 in '48 (7th in '52), and anchored the US 4x400 team to gold and silver in '48 and '52. Whitfield was top-ranked in the 800 by T&F News multiple years and got the nod in the 400 at least once.
Wint finished second to Whitfield in the 800 in both '48 and '52, won the 400 in '48 (8th in '52), pulled a hamstring running third leg on Jamica's 4x400 in '48, then led off the WR 4x400 team in '52.
Obviously it's the guy who pulled off the double at the Olympics and held both world records (I don't consider '68 records for obvious reasons)

Bingo. El Caballo set the 800 record and then came back with the 'low altitude' WR. He lost 9 lbs (not water weight) in the process of performing the double. Doubtful a guy on roids would lose that much muscle.
Why would you even ask this? It's like asking who the best 400 hurdler, pole vaulter, or 200/400 guy is. There is only one answer.
