Yeah, you could sing the "I'm just a bill" song from Schoolhouse Rock.
Couple of thoughts:
1. Differences in type of local government. Strong mayor v. city manager v. weak mayor v. commission form.
2. Role of budgeting in public sector organizations.
3. The use of public input in high profile public sector leadership positions (city manager, school superintendent, etc.)
The three areas above speak to governance, finance, and human resources; the public role in each is fairly clear. Depending upon what type of position you're interviewing for, it may be helpful to target the presentation with content applicable to the position. If it's a teaching position, then you could deliver a presentation on human development theory as developed by Amartya Kumar Sen.
two options
#1 Grab a brochure from a Honda dealership and just read the different packages available
#2 print out one of the thousands of health care reform debate threads here and read it verbatim
either one should explain something and be very educational
