I hear DI runners get free trainers occasionally if their school is sponsored by a shoe company, is that common throughout the Divisions or is it a strictly DI thing?

DIII here, never once got shoes for anything but full price, as it should be.
I have no clue why you shouldn't get shoe support from the institution that you put in work at. I've been at the DII level as an athlete and the DIII level as a coach and have found excellent shoe support (free shoes) at each institution.
DIII - everybody got a gym bag w/ some shorts/shirt/sweats/socks/jock/towel and a pair of Saucony Jazz, and a pair of Nike Flames for Track. No sponsorship - it was just so that anybody coming out for the team had the minimum equipment necessary to participate.
we got free uniforms mostly, they sorta ran out after like 15, love DIII
DIII. We got $75 towards a pair of shoes once a year. Wahoo.
The hockey team gets well over a thousand dollars worth of equipment, casual wear, hats, bags, shoes, workout attire, etc for each athlete. They get to fly across the country on a regular basis to play teams in CA and CO. They have come very close to making it to nationals the last couple of years. We send people to nationals every year and nobody could care less. Oh well, its what we get for taking part in a non-marquee sport.
DIII Free Shoes 2x/year and some shirts, etc.

our college always furnished free flats and spikes
My d2 team was given singlets, sweats, windbreakers, etc once a year all of which had to be returned or you would not get your final grades. We also had discounts of shoes and spikes as others have mentioned,but that was only like twic a year.
D3, we got shirts once but it was an accident (they wanted them back but forgot to tell us)
Everything else is borrowed or you pay for it.
They do our wash though, good enough for me as far as equipment.
Oh yeah, we got a one time only sweater + sweatpants
In DIII you need to steal what you need, free t's, other teams shoes, whatever you need.
Do you know how that changes? When alumni care about track. Consider starting a Track and Field oriented alumni group when you graduate. Support the future. You'll find this more rewarding than what you're currently missing.
