Tommy Schmitz broke 4 this year to be #8 for Wisconsin.

Letsrun please put a permanent link to this list on your homepage. We should never forget that(almost)every race starts with a single mile! and in this rapidly becoming metric (1500) world we live in nothing is more American than an apple pie and a good old-fashioned mile.
Is this a list of people from those states that have broken 4 minutes for the mile or the fastest times run in that state for the mile? There is a big difference.
I know in the case of Utah it is the former. Perry, Bell, Lindsay, Robison, and Tolman are all from Utah originally and all broke 4 minutes for the mile, but they did not run sub-4 in Utah.
Doug Padilla was the first (and perhaps only one)to break 4-minutes in the rarefied air of Utah.

OP, is your question, "What is the fastest mile run by a resident of each state"? Or, is it, "What's the fastest mile run in each state"?
Malmo's list answers the first (with some inaccuracies), but it doesn't answer the second.
For instance, Scott's 3:47 was run in Oslo while he lived in California. I believe the fastest time ever run in California is slower than 3:50. Malmo's list has Georgia's fastest mile at 4:00.03 - Drew Griffen (I'm pretty sure Krummenacker broke 4:00 while he lived in Georgia). However, the fastest mile ever run in Georgia is 3:50.86 by Noureddine Morceli.
I was thinking about the fastest miles (track only) recorded IN each US state by all-comers.

thnks...makes sense to me to have fastest recoreded by anyone per state. hope others chime in about other states fastest ever miles. probably should be two lists: residents and all-comers.
Webb has the fastest for my state- South Carolina. 35seven. (My seven key is broken).
