Lagat's fastest mile as an American was 3:48.38. But really you should use the conversion from his 1500 record of 3:29.30 which converts to 3:46.04 (using the multiplier of 1.08).

Also, with Webb's 3:46.91, it bugs me when a time like that is listed as simply 3:46. That time is much closer to 3:47 than it is 3:46. If we're going to be lazy and round, it would round up. Otherwise say 3:46.9.

But if we're going to be lazy and truncate, we truncate down.

It bothers me that Webb has a faster PR than Lagat. Crazy that Lagat was so much more successful but has a slower PR.

is this based off of full miles or also 1500 conversions?

Lagat ran 3:26.34 for 1500, that blows away Webb's 3:46.91 for a mile. Think about it, Lagat could have jogged the extra 109m in 20 seconds and still beaten Webb.
