In a word, no. No he couldn't. Not many 400 guys have had any success doubling their race distance. Much easier to drop down from the 1500. Why? Because the 800 is 50% aerobic or more.
My daughter's hs team has a sub 55 girl. So, this winter they put her on the 4x8 team just to help the squad get a state cut. Figure a 55 second 400 meter runner should be able to comfortably run 2:14 - 2:18, right? Oh no. She died at 600 and struggled to a 2:26. Sure, she could improve on that a lot if she trained specifically for the 800. But she will never be a sub 2:08 800 runner. Probably never under 2:10. But she might run 53 before gets out of hs.
