It's not that "encouraging." It might be encouraging for Manzano and Lomong, who weren't there.

4:00 isn't exactly fast, but he won. Who knows what his intentions were. It's not even May yet. He could be in 3:50 shape by Pre. Even if he isn't, USA's and WC are a long way off.

Knowing the splits could be helpful.
If he finished in 54.xx, that'd be a very solid performance. If the race went 60.5, 61, 60.5, 58.5.. not so much.
His 3:30 PR, however, does suggest 56 per 400m. If he closed in anything slower than 56.5, he is not even kicking at the pace he used to run the whole thing at. Yes, I know, he is not in peak shape, competition isn't the same, yadda yadda. -
Certainly warrants mentioning that it's 50 and raining today in Des Moines.

Didn't Pablo Solares run 3:54 indoors? Not knowing the conditions and how the race played out its hard to tell if this is in the right direction or not. If it was windy and he closed well then he is at least getting better.

All you can do is beat the field you are given.
Solares ran 3:54 indoors and ran a very impressive 3:58 in 20mph winds so far this outdoor season. Lukezic just ran a big PR in the 5k and has been running solidly.
So, it's encouraging that he won. -
The normal criticism of Webb is that he does not know to race. He has demonstrated this inability many times on the world stage. In the past on his good years he comes out and blasts a bunch of glorified time trials (including USAs) and then loses in races run at 4min pace in championships. Right now Webb is getting into races at 4min pace and is winning. Times will come but in August I would rather see a guy who can find a way to win in the last 25m then a guy running 3:46.

I agree I think these wins are really a mental thing for him now. Now he's starting to believe he can kick again the more wins he gets. He's run the fast times and he will again he just needs to get the confidence back. Good result for Webb today. -

The track is long. I measured with my Garmin a few weeks ago and Webb's time is actually closer to 3:56.

no one said this was anything huge or meant he was back, and no one said he took down a huge name (though there was a 3:33, 3:54 mile, and 3:55 mile in this field)...
what it was is webb lining up against a field that he should be able to beat...and beating them...nothing more
which based on his last year and even this years indoor season, is encouraging
