Depending on your criteria you may have to scratch Ryan Hall. He has never run sub 4 in the mile. He did run 3.42, but not SUB 3.42, not sure what the question requires. Regardless, his 3.42.xx 1500 did not have the xx part fast enough to be a sub 4 equivalent.

Tergat (not sure if he did a sub 4 mile but he ran a 7:28 3k for gods sake), Dixon, pretty much all sub 2:07 guys.

i dont know if he has run an actual sub 4 minute mile, but 3:37.5 is worth 3:55-3:56 for the mile.
actual mile races are disappearing and since the mile is not a championship distance, i guess we have to settle for equivalents.

The question marks regarding the whereabouts of Geoff Smith’s 3.55.8 mile can be verified as he did it winning what was once one of the most prestigious mile races in the world - the Emsley Carr Mile.
Previous winners include: Hicham El Guerrouj, Keino, Ovett, Murray Halberg, John Walker, Sebastian Coe, Said Aouita, William Tanui, Venuste Niyongabo and Haile Gebrselassie.
The record for the race is held by El Guerrouj at 3.45.96 in 2000.
Incidentally, Geoff Smith, who was a Liverpool fireman, only started training as a runner at the age of 21, when he saw on his station notice board an item stating that the first 6 in the national fireman’s cross-country championships would represent their country in the big international in France.
Six months later, he was the fire services European cross-country champion.
So it’s never quite too late to get started and still achieve very respectable performances.
