If he was out of high school is it really a high school record?
Currently,(According to TNFN) a collegiate record cannot be set outside of the collegiate season.
Wouldn't the same type of rules apply to high school records, especially if you already graduated and were registered at college?
I believe a prep has until Aug 31 after graduating to notch records. I want to say a prep has to be U19 also, but not sure. Same date, Aug 31 for graduated or no-longer-eligbile college (5 years of school) athletes.
He was also significantly under 4 minutes in his state championship meet.
Who's to say they can't just change the rules at any point.
Abdi Bile once held the NCAA 1500 record at 3:31.7 but the record is now 3:35.3 because they changed the way they view the season. Likewise Cruz ran 1:41.77 but the record is now 1:44.55.
Well, the NCAA no longer keeps track records, so you mean T&FN listed Bile as the collegiate record holder and then changed their criteria.
T&FN keeps their own High School records because they think the National Federation's criteria are too restrictive (such as that a mark must be made in a meet open to high school athletes only).
Generally speaking, the answer to "What's the record?" depends on who you ask!
Like posted earlier, athletes had until 8/31 to post HS records. Ryun's 3:55.3 was the "open" record. His 3:58.3 at the Kansas State HS championship in May of the same year is still the Intersholastic record.

toro, for the hundredth freakin time: There was never a rule change, Bile never held the NCAA record and neither did Cruz. Sydney Maree holds both the NCAA meet records in the 1500 (3:35) and 5000 (13:20).
Collegiate RecordTM has always been a Track and Field News closely guarded statistic. They do not, nor ever have included competition outside the collegiate season.
For some inexplicable reason, TAFN has always included competition outside the scholastic season for high school records. Go figure.
Now you understand the illogic behind TAFN not including Paula Radcliffe from being considered for AOY for not having a "track record"; yet the same standard was not applied when it came to ranking Paul Tergat.

The fact is, Ryun was a high school graduate when he ran 3:55.
Webb was still a high school student when he ran his 3:53(but ran against pro\'s).
One more fact: Ryun did break the world record in the mile eventually and that was not subject to any quirky interpretations. The greatest US miler ever in my opinion and I doubt I will get much of a fight about that.
