Assuming you're talking about a V-taper (and not your inguinal ligament, like a lot of people seem to want to show off), it's all about having a slim waist/hips and building up your lats/shoulders. Even with a waist that's not as trim as can be, building up your lats and delts helps define a definite "V" taper. Pull ups (and weighted pull ups if you can progress that far) are easily the best thing for the lats. Don't do machine pulldowns and less you can't do pullups. Plenty or rowing exercises will help too.
For your deltoids, military press, lateral raises, front raises, etc will help.
It's not rocket science. Your goal is to make one part skinny and the other part wide.
