Depends on the meet. It is not a violation if it's an open meet, but college coaches reserve the right to bar HS athletes whenever they want.

According to NFHS rules, any track/xc athlete can compete unattached, even during the season of sport. So you're cool as long as you don't "represent" the high school. Club affiliation is ok outside the high school season, but during the high school season you have to compete unattached.
Some states have specific restrictions. For example, in California if the meet has a high school portion (Stanford, Mt. SAC), you can't compete in the college/open portion, even unattached. Open/college only meets are ok.
Finally, the NCAA has it's own restrictions. I don't know the exact details, but it has to do with recruitable athletes competing against "host" school athletes. Because of this, some colleges expressly forbid high school athletes, even those unattached, from competing.
Interesting, for all the NFHS bashing that goes on, their rules are the most permissive, it's the NCAA rules (and how they are interpreted by various schools) that take precedence.
Check the 2008-2009 NCAA rule book. The rule was that the had to be unattached and could not wear their HS uniform in the event. But I know they were trying to change it so that no HS athlete could run in a race with College athletes currently on the team. I'm not sure if it ever went through but I will check if I get a minute or two.
