good basis for training is about 32 degrees. anything below freezing and you would be best to wear them. however, when racing, you can probably drop another 5-10 degrees and be fine
ok, so I live in the south and doubt it will be that cold...but near...how do i not freeze my nuts if i don't wear tights?
Wear shorts. You're warm-blooded. Your body will generate heat. You'll be fine. If it's real windy/wet and below 40 I shove a sock down the front of the shorts to help hold the heat in where it counts.
But if it suddenly gets really cold and things start to hurt, stop. I've known some stupid kids gutting it out in shorts in really cold weather with very, very bad results....
That is a good guideline, but I will wear them at 40* or a little below if it is windy and/or wet. Just let common sense be your guide--if you are cold (while on your run, not when you first start) then use that feedback for next time.
Grow a pair.

Wear two pairs of shorts, 3 if necessary.
the only time you need tights is under 15 degrees F, and thats usually wind chill adjusted. If your racing even at that temp it would be close. Any warmer and just man up, the cold makes you stronger.

And everyone should follow the same training plan.
Wear the tights when you think you need to. Are you going to spend your whole life following group think?
The rule is never race in tights. Warm-up in two layers change into something dry before lacing up your spikes/flats and race. Below 30 you might want to consider light gloves.

If you're worried about your nuts freezing, why would you wear tights? Wear a jock strap and/or compression shorts under your running shorts.
I wear tights below 30 degrees but this will also depend on the wind. If it is an easy run I might go up a few degrees.
If you want to wear shorts in the cold try wearing a pair of running briefs underneath. The ones with a wind panel will keep the package warm in some very cold weather.
For me, my threshold is around 40 degrees. I often run in the rain and before sunrise. If it's dry and the sun is out, I'd go lower before putting on tights.
My issue is more with muscles that are too slow to warm up if I run in shorts in cold weather. My hamstrings are much happier covered up in cold weather.

Ahhh, fall is in the air and letsrun tough guys can once again regale us with tales of running in cold weather in their split shorts.
You see them every late fall and early winter. The whole area is dressed sensibly but one or two "blue collar" guys run by in shorts and singlet, distinctive bright pink extremities while saying "dude" every other word.
