I've never been to Houston--that could be a good way to come and visit.
its still cold in jan and feb., this is why the elites use this time to build their base instead of racing.
if you are, like me, on the verge of being elite, then dont race nov-feb. just build your mental and physical base.

I'll definitely work on my mentality as I'm also a big believer of mentality > physicality but I still need to race this winter as I want to run Boston in April.

A 4:27 mile is not on the verge of being elite. It is however on the verge of being one of the top 5 female 1500 runners in the country. Congrats. I am of course assuming you are female. If not, then you just suck.
Mardi Gras Marathon - February 1st.
Flat. Starts and finishes at the Superdome. Believe me, the city would appreciate your visit and the only hurricanes you should see in February are at Pat O'Brien's piano bar.
I was also looking at the Mardi Gras Marathon and was surprised by the moderate average temps for that day provided by weather.com.
The airfares from the northeast to New Orleans are also ridiculously cheap. I found many round trips on travelocity from Pennsylvania in the $120.00 range.
Looks like a winner. Now, if I can only manage to get through a few months of training without an injury....
