Characters in books aren't funny. It's true.
Jim Dixon, the title character in Kingsley Amis's Lucky Jim, maybe the funniest novel in English literature. Classic hangover scene, among many highlights.

Abby Normal - You Suck. Average book, but this character is hilarious.

Bertie Wooster - The Jeeves and Wooster series by P.G. Wodehouse
