Donovan Bailey ran 9.84 with a tailwind and all WR runs since then have had tailwinds... don't know about before that

Not only was the wind 1.6 faster when Oba ran sub 9.7 but he was also at altitude.
seem to remember Frankie Fredericks running 9.87 into a strong wind way back in about 95 or 96. Wasn't a WR at the time but was 'intrinsically' the best performance ever at that time
