In the first round, there were 30 runners. In the second round, there are 24. What is the point of running a round to eliminate just 6 out of a total of 30? Why not just start with 24 and run 2 rounds? Is the idea to simulate the number of rounds at the Olympics?
i think the best answer to this is that USATF sucks
They could let two more in each heat, for one thing.

A) Yes, to simulate the Olympics
B) Why would you only want 24 to qualify? IF 30 people qualify, you let 30 people come and give their all, not tell the slowest 6 "Sorry, we know you hit the qualifying time, but we really only wanted 24 of you guys. Why don't y'all stay home?"
C) If they were still going to only do 2 rounds, they could still do 3 heats in the Semi's, or just two heats in the semi's with 15 runners in each heat (2x15=30)

Because under IAAF rules when there are 25-36 entries the first round will consist of 3 heats, first 6 from each heat to qualify plus 6 on time, the semi round will have 2 races, first 5 from each heat plus 2 on time.
The qualification from semis to finals is top 6 in each heat...no time qualifiers
