There is no maximum. The only rule is that the one lap distance be 400M as measured 5" from the inside of the inside lane (if there is a raised barrier at on the inside of the inside lane) and 10" if no such barrier exists. I might be wrong if it is exactly 5"/10", but the track can be a perfect circle if one wishes to do that. Of course that would require the addition of an adjacent 100m straightway.

I believe what you're asking is the maximum radius allowed, which would be 49 meters in the outside lane. In other words, any lane with a single radius of more than 49 meters would not be legal.
The portion you posted lists the radius of the IAAF "standard" track. Of course, most deviate from this.

And that answer is one with a maximum single radius of 49 meters in the outside lane. If you're looking for the length of the turn, you'll have to do the math, they don't look at it that way.
As you posted, the IAAF "standard" track is a single radius 36.8m track. This means the measure line all the way around the turn is exactly 36.8m from a single radius point inside the track. There is a point on each end. You could probably take an 8 lane track up to about a 40.00 meter radius in the inside lane; however, the 9th lane would be likely be illegal if you use 1.22m lanes.

Using the example I gave above, a track with a 40m single radius would yield a turn length of about 125 meters (at the measure line in lane 1, which is 20cm from the lane line without a curb, 30cm with one) and any lane outside of lane 8 would be illegal, based on lanes widths of 1.22m. Somebody should probably check my math, I'm tired.

the max is about 150m turns in lane 8
and the measurement rule is 30 cm with a barrier and 20 cm without measured from the trackside edge of the inner lane line and it's 20 cm for all the other lanes I believe
