How did the USATF seat the two heats of the men's 5000m? Does it seem somewhat stacked unfairly with Lagat, Teg, Goucher (although he might be banged up), and Vaughn all in the first heat? No disrespect to the tremendous athletes in the second heat.

Looks to me like it's based on seed time- like any preliminary heat is.
So fastest person: heat 1
2nd Fastest: heat 2
3rd Fastest: heat 2
4th fastest: heat 1
5th " ": heat 1
6th " ": heat 2
7th " ": heat 2
etc
etc
etc
Then randomly assigned numbers within each heat. It is all done electronically by the computer software per the rules outlined in the usatf rulebook.

I think it is unfair to put Ian Burrel in any heat becuase his domination will ensue too hard and all the competitors will lose hope of winning in the final. So I think Burrel and Rexing should have their own heat so it is fair to the other compeititors
