i;m 5'8 with a 30 inch inseam.
German Silva...of course he was just all around short, not just in the legs.
Being short is possibly an advantage for a "long" distance runner, ie, 10K and marathon. Several physiological benefits, particularly related to heat tolerance and possibly to running economy. So you find lots of shorties--Japanese, Koreans, Ethiopians--who run good distance. But at "middle" distances like the 1500/mile, it seems that power and maybe stride length are more beneficial.

Dude, I'm even worse...nearly 6'1" with a 32 inch inseam.
But I'm not very fast...so no help from me.
Shorter legs is never an advantage.
There are fast runners with short legs, but they are overcoming a mechanical disadvantage, and would be faster if they had long legs.
From what I've seen, many good runners are short, in general, but have long legs in proportion to their height. I believe that short legs and a long torso is more conducive to swimming than running.
