I've never run the Mayor's cup but I did run some high-school cross races there years back. If the Mayors cup goes over the same route that high-school ones do (or even part of it) then I'd say skip the spikes. There was a LOT of paved paths that we ran over and some roadway too.
if he ran "ages ago" then it was on the old course. As of i think 1995 or 96 they've been using a new course. The new layout is mostly hard packed dirt, unless its been raining. If the course is soggy go with spikes definetly. If its bone dry, which is prob what it is, u should skip the spikes. On the new course you will only touch maybe 20 yards total of pavement.
I ran an 8K (Master's Nationals) in Franklin Park a few years ago. I wore spikes. There were a few paths to cross
(asphalt), but they weren't a problem. Bring the spikes with you and decide after you jog the course.
Franklin Park is a fast course meant for spikes definitely. This is my sixth year racing on that course and I have never raced without a pair of spikes, in fact one year that it rained heavily some of us busted out the half inch fangs. The 'paved' areas are few and just a few strides at best. Good luck.
