I'm looking to buy a camera that is relatively cheap, good on batteries, and can take decent pictures at a meet(no big delays from pressing button to actually taking the picture).

Well as long as you don't use it on runs or worse in races.
Terrible thing happened to me at NYC in 96,Out of the fast start I was going really quite smoothly at about what 1000
meters, suddenly the knut in front of me tops to take a picture from the Bridge, now I'm start to hit in at about 5.30 miles just then so I canon into his back, his kodak Instamatic flies out of his hand straight over the side and into the tide. I ran about 2.28 at the end so I was OK, sorry about the camera friend (if you're looking in) but that was a knut trick. If you want to take photos, don't apply for the fast guys start.
My younger sister operates a photography site and had pretty good luck with this line of lower end cameras when she started out.

why dont you buy some cheap pos from china - and cast your vote for busting some lama heads.
Digital cameras without a lag don't come cheap. You pretty much need a digital SLR for that...probably $500 minimum.
