You should be fine on your warmup, go by feel. When you're feeling ready, you're ready. I've never noticed a difference in how long it takes to warmup, and I've run workouts in temperatures ranging from -10 F to 100 F.
As far as what to wear, I'd try and wear shorts with a long-sleeve T-shirt, a singlet, hat and gloves on top. Tights are fine, but I really prefer shorts.

Thanks, Ill definitely wear a long sleeve. Just not sure about shorts yet. I think it will be a game time decision
You'll find, especially for a race that takes 15-20 minutes, that you won't get that cold. You'll notice that you're wearing shorts right after, however.
Still, if you're more comfortable with it, wear tights.
I've run a few races around that temperature and hundreds of runs that were colder. There's nothing to worry about, and few effects on performance.
