I'll go with Bob "Marshmallow" Kennedy definitely has the biggest speed to fast-look differential. There were guys on my high school team that looked faster than that guy.

I also vote for Nick Symmonds. He looks very ripped with great muscles but if I were just to look at a photo of him, and his short stocky legs, I'd say no way does he run 800m that fast. He definitely doesn't look like a sub 4 miler either--those dudes usually have long lanky legs, longer than their upper body.
Toshihiko Seko had these short stumpy legs and a long torso too, he looked odd out there on the marathon course with the typical "runner" types.
