I'm going to be a grad student in the fall at a D1 school and I'm looking to use my last year of elligibility. I didn't run indoor or outdoor at my undergrad school, bud did compete during cross. Do I need a release to talk to the coaches? I read something on my grad school's website that says they won't talk without a release, but if I wasn't on the team for in/out do I need one?

You have to meet certain criteria to get the one-time transfer exception to the general transfer residence requirement. It says you have to get something in writing from your previous school saying they do not object to you being granted an exception to the transfer residence requirement. This may also be helpful:

Um, last time I checked on this, I think you gotta be taking 12 credits of UNDERgraduate work per semester if you are enrolled as a Grad student to compete in the NCAA for division 1. This may have changed, but if it hasn't, that would kinda screw you over since you'd basically get no grad work done. Maybe you could just talk to the coach at the school you are going to and see if he'd coach you anyway. If you are a good runner, it might be beneficial for the team and coach to have you there helping the younger guys along. And you could probably just enter a lot of the meets as unattached. This way you could get in the workouts and races, and not worry about NCAA rules and regulations. Good luck.

That's incorrect. minimum FULL-TIME for grad. students is 8 hours (vs. 12 hours minimum for undergrads).
14.1.6.2.1.4 Graduate Program
A student may compete while enrolled in a full-time graduate program as defined by the institution, but in any event not fewer than eight hours (see Bylaw 14.1.7).
