I run at a DI school with cross country but no indoor/outdoor track. Even though we have no track team, we still compete in all of the track meets that our women go to. It is basically called the "Men's non-traditional track season". The only difference we have between a team that does have a track team is that our "track" team is only our XC guys (no sprinters, hurdlers, jumpers, throwers, etc.). We can still qualify for Regionals or Nationals if we post a qualifying time.
It is actually a very nice thing to have...the only problem is now we don't have a XC team anymore (Just got cut a few months ago, we just finished our last season). However, we do get to finish this spring with a track season, which absolutely blows my mind, I thought we were going to get kicked to the curb.
