Obviously it is different for each program but if you are looking to go to a team such as Oregon, Stanford, Colorado,Wisconsin, etc..

I would just fill out a questionaire on the schools athletic website and wait for the coach to call you.
anyone can run D1 somewhere, it just depends on what your looking to get out of it. you may get psanked for four years and run for a bad team, you may improve in college, who knows?? I ran 9:25 2mile in hs and was just another guy in D1 but improved alot, but still the competition was crazy, but I loved it. different from person to person
If you need to ask at a TOP D1 school, you aren't fast enough.
At a lesser D1 school, its across the board. Some places might give a 2:00 800m guy some money. But you'll spend 4 years getting your ass kicked on a sorry team.
If you don't have those elite times you need to be sure to be aggressive in actions taken towards making the team. Without times all you are going on is progression and if you have improved with gains left to be made you should point this out. The thing about D1 schools is most of their money goes towards sports besides CC. Just hassle the coach for what ever school you decide on.

I was a 17:30/9:50/4:40 5k/3200/1600 guy in high school and could not get the attention of my local community college but went to a decent DIII school with a great coach. I improved my times to 14:50/8:40/3:59 for 5k/3k/1500 my freshman year and went on to run 14:30/8:20/3:47 for those same distances my senior year. Still would not get me a look from a good DI program, but for a schmuck like me, that is a huge improvement - it all comes down to working with a coach that understands your individual needs. Oh yeah, and I got a really good education to boot!

Seriously the coaching at schools like this (besides Cal Poly SLO who just put mileage on runners and see who survives) is as good if not better than many top D1 programs. Going D1 isnt everything, you can go D2/D3 and be developed much better and come out on top of those guys who were so hell bent on running D1 that they ignored the results and development their coaches had to offer. Find schools that have 9:40 guys run 14:30 in college.
The competition is good too, guys like Bauhs (Chico) are tearing it up under D2 programs and unlike all the other 9:0x 3200 runners in his year, Bauhs has already run under 29 for 10k and has a nice sub 14 5k as well.
I am a 1:56, 4:15, 9;15 guy and I am a senior. Probably wouldnt get any legit offers from the very top schools. Could get a decent offer from some very good programs that arent top of the line.
Go JUCO, get school paid for, race good competition, compete in national championships, then get recruited all over again.
Works for my kids.
Those are great HS times, Im sure you'll improve by this spring. You should get at least a partial ride at some competetive schools.
