How do english runners finish up three years at an English university then come to the US and are given status as sophmores. They compete in the BUSA champs while at home, are these not like the English version of the NCAA's? They represent their schools and compete in school uniforms.
Does their eligibilty not start at the time of initial enrollment in the english school and would they not use a year of eligibilty for each year they are there and compete?

They almost all compete internationally which waives a year of eligibility (foreign runners, not just FSU) but they go through a long process to get this year back. Just like a lot of US runners getting an extra year with medical redshirts.
If they were at university for 3 years in England, they should have 2 year remaining eligibility at maximum. All your points are correct.
i went to uni in england for 3 years, though only did 2 years of busa competition. therefore have 2 years remaining eligibility to be used up in ncaa competition.
unlike in the states, its not really that much of an issue to miss uni events in england. due to the club structure there will still be plenty of opportunities to race elsewhere.
