Northwestern State University
Arkansas hands down. The best indoor track, a really good cross country course right by campus, a beautiful new outdoor track, fabulous new weight room that they actually get to use, a great training room with trainers that actually care about distance runners, a massage therapist and chiropractor on staff, and enough good but not great trails close to campus.

For small colleges, Winthrop University has a great new track and has one of the best xc courses in the southeast (imo).
Hillsdale has a very nice track for a smaller school
Big schools - UofO when the renovation is complete. How can Hayward field NOT be the winner?
Small schools - Lewis & Clark College
Brevard College has to be up there for small schools. Pretty amazing setting, and the trails can't be beat.
Arkansas takes the cake since it has amazing indoor and outdoor facilities. For a smaller school choice I would go with North Central College. Their outdoor track is pretty nice and they are getting a brand new indoor facility either this year or next that is going to be amazing!
Oregon and Arkansas are the top two for sure
I like what Washington, Stanford and Nebraska have.
I've also heard rumors that OK State is looking to build some pretty high quality stuff in the near future.

Arkansas and Oregon for sure, but part of what makes their situations great - great tracks for track meets - does not help much o a day-to-day basis (there will not be 10,000 Hayward Field fans in the stands cheering most of your track workouts).
Many of the high-profile programs will have good facilities that the track/XC guys can use because it is important to the school for them to succeed. Wisconsin is never going to have a great track for outdoor meets because the season gets over by the time it is good weather for great meets. However, you do not need 5000-10,000 seat stadium for great facilities. For northerly places, inside facilities are important, not only the track, but treadmills and other running places indoors (e.g., Wisconsin has their track and the McClain center, which has much of a football field and nice running surface). For us distance guys, trails are important, especially trails that you have right there. Related facilities of note are physical therapists/medical and weight/cross training stuff (pool running, included).
