Yes problems occur even with simple language, like for instance 'without appeal' will just add 'lawsuits' I think, so perhaps should read: 'legal recourse' which will probably add more 'other lawsuits' like preventing individual from earning a living.

I think if we do not have absolute flawless testing, then we cannot have absolute laws or policies.

I wonder if making an Olympics a private business with sponsors and TV contracts etc AND absolute policy you can state that policy, no?

This would be a different legal system, the global, I guess. I know there really isn't a global one however, at some point I think the 'Organization' needs to be in a position of power. Currently they are not.

There are many fine places to take your game and play it. Road races, Golden League, etc etc.

How do we establish flawless testing, where results are absolute? This, so there is no need for appeals.

Legal wrangling is not what is going to clean up the sport. More money and thus more advanced testing procedures will. In addition, if it is feasible, freezing blood samples for future testing in conjunction with retroactive punishments. Blood tests need to be the standard. And more of them need to be done. More out of competition testing. The list of things that should be implemented is long. Lack of funding is what is holding it back. Perhaps the IAAF should stipulate and annual "tax" on all athletes, as a percentage of annual income, that will go directly to drug testing.

Of course, it will be almost impossible to catch up with the drug users - their research is being done by the pharmaceutical industry, with their unmatchable funding. All the drug users need to do is do some fine-tuning to an already engineered product (think THG). All the PED's today were originally developed for medecinal use.

My point is one organization creates one simple to follow rule/policy/statement/caveat whatever to competition. Cheat and leave.

You are caught cheating you are tossed forever and all record of your existance with Olympics are erased, forever.

This again, does not mean you cannot go run the Lake Tahoe Marathon as a monster and make back the $10, 000 you spent on 'roids or EPO. Does not mean you cannot go to the Golden League...or Worlds or Commonwealth Games if you reside in the Commonwealth. It just means the Olympics said "NO"!

if you really want to go hardcore, someone should get into the big supply and secretly lace all the PED's with some lethal substance, so all the cheaters just die.

of course there would be maintained a small clean supply for legit medical use.

Yes. What if I was the the president of the testing authority and I said you cheated (but you didn't)? Anyone that paid me didn't cheat. Maybe someone would find out, but your records would be lost because of the "no tolearance" rule. Besides, you appealing might be the way they find out about me AND fear of that might keep me honest from the get-go.

Checks and balances, you know.

How about this as an alternative:

Athlete ______________________, you are an adult and what you put into your body is your choice. The ethics of sport is constantly evolving and we understand that many athletes are now choosing to use drugs that enhance their performances. This is your choice. However, please notify us of these choice so that any records you break or races you win can noted in the history books as "drug-aided performance."

I hereby understand the human beings as a species are interested in self preservation. With that understanding I concede that cheating is as natural as breathing and the only rule of life to follow is DONT GET CAUGHT.

Cheaters should be shot. No appeal after that. Cuts way down on recidivism.
