Yes problems occur even with simple language, like for instance 'without appeal' will just add 'lawsuits' I think, so perhaps should read: 'legal recourse' which will probably add more 'other lawsuits' like preventing individual from earning a living.

I think if we do not have absolute flawless testing, then we cannot have absolute laws or policies.
I wonder if making an Olympics a private business with sponsors and TV contracts etc AND absolute policy you can state that policy, no?
Or go back to amature stature, by saying:
All athletes must make their own way, represting the company or country they so choose. In no way are the Clean Olympics responsible for the effects of athletes decision to choose sports as a career.
In other words, go play in the professional field like London and Chicago and other Marathons.
