I'm from sea level and will be racing the 800. However, the meet is at a city that's about 3000 feet above sea level, so will it have any effect on my race times?

Won't make much difference at all. Hurt a little if you're more of a 400 type. Help a little if you are more a 1500 type.JMO
The difference at ~1000m or less is genuinely minimal. You may go slightly faster than you otherwise would, and you may hurt slightly more afterward; but you're just as likely not to notice any difference.
Right on, 3000 feet isn't that much, it shouldn't feel too different. Main thing, don't let it get in your head, or you'll run slower just because you're expecting to.
