Assuming you are fit, ~120 strides/min, slower turnover will work fine for some depending on fitness level. Just as in cycling, higher power production will correspond to higher turnover.
If you are doing it right, you'll be moving forward through the water at ~ 1 ft./sec and most of the work is with the hamstrings and butt as you push the water back behind you.
Walking through the water is also a great workout. In some respects superior to water running. Will work the legs a bit differently with as high or higher HR, again depending on your level of conditioning.
