Typically, you enroll and then have five years to complete your 4 years of eligibility.
You can enroll whenever you want (18, 20, 30, 99) so long as you haven't done so before.

Maybe scholastically, but not athletically. Rules were put in place to prevent the 39 year-old foreign freshman thing. Used to be you were done by age 25 (unless you were Mormon or military - blatant favoritism).

25 was the rule a few years ago
Disability contracts are all different. Depends on your age and income level.

I believe the rule is for every year after you turn 21 it counts as a year of eligibility. So if you start college running at age 23 you will have 3 year of eligbility. If you start at 25 you have one.
