This is tough as usually someone who rips off a nice run was at least doing pretty damn well before hand.
Two names that come to mind for me though whose PRs in said event are pretty damn fast compared to their second-fastest run in the same even are:
David Moorcroft in his 5,000 WR (at the time) run
Henry Marsh in his steeple AR (at the time) run
[disclaimer -- not that they weren't great before career-best run, and I wouldn't go so far as to call them one hit wonders, but their best runs were way better than their second best...when considering time only].
