I drink coffee at times that may be considered "BEFORE" or "AFTER" a workout. I'm pretty much destined for world beater status.
1) It should be "affect".
2) I believe the NCAA still has a limit on caffeine use, but the IOC/WADA do not (however, they are monitoring it).
I say that if it is not against the rules, then you are free to use it. The benefits of caffeine are in question. Some reseach showing benefits, others showing none. Some people in the studies get a benefit, some do not.
To me, it is something you try on yourself and if it helps, do it. If it does not, then you have a choice.
It does seem to take a pretty good dose to get the ergogenic affect.

Last time I checked, affect is the verb and effect is the noun. The general exception is to "effect" one's speech with an exagerrated accent.g

It can help but you run the risk of developing cramps if you take too much.
I've gotten into the habit of drinking a little bit of coke before races. I did it (without thinking about it) before a couple of races that went well, then decided to adopt it as one of those superstitious type rituals we all do before races. Couldn't say if it helps or not - I don't drink very much of it, maybe 250 mL - but it's part of the routine now anyway.

i have a rather large cup of coffee before every workout and race. i feel it gives a bit of a boost mentally as i feel more awake and energetic. occasionally, i'm effected negatively and end up throwing it up. i've always run poorly after starbucks and have run pr's off of crappy gas station coffee that's been sitting around all day and tastes horrible. whatever they brew here at work seems to get me through my evening workouts.

That is generally correct and a good rule of thumb to follow.
