Those are for the offials and timers, not the spectators. It's probably some IAAF or USATF requirement.
that can't possibly be true. every meet hosted by stanford has the largest bib numbers i've ever seen. and seriously, only one hip number is required.

The two hip numbers are because they have cameras on both sides of the finish line. In a close finish, the numbers from one side can be blocked. True, you can usually figure it out, but having both sides makes things go faster.
Track meet officials tend to be pretty ancient, they need large numbers so they can see them.
Usually in 5k/10k races with many laps and especially with a big field, you kinda need them so that lap counters, officials, and the camera can see them.
You must never go to college meets. It's pretty standard to have a chest and two hips.
