how much jogging rest between 4-6 x 5min at tempo pace?
none? a 30 minute tempo isn't that outrageous. but if you are going to take rest, nothing more than a minute I would say.
so doing something like 5x(5min tempo, 2min jog) would be too easy?
how old/what sort of experience do the runners have? male or female?
In high school, our coach would have three miles at tempo pace be the goal. Earlier in the season we would split it up like 3*1 mile or just 2 miles straight (keep in mind none of us on the team were that aerobically developed, never really running more than 30-35 mpw on average). But I think that's a pretty good benchmark to start from, and modify the workout from there.
Or maybe do 3x8 minutes with a 1-2 minute jog rest.
whenever we do tempo mile repeats, we only take a 1:00 rest...You don't need too much rest for tempo workouts. Race pace miles are a different story.
