Stagger, from your PRs etc I think I know who you are off of nzrun.com results/messageboard etc (but you probably don't know of me ...). Just saying. A good recent 3km _and_ a medical degree _from_ the Antipodes doesn't describe a lot of people.
You have a difficult needle to thread here. As other commenters have sort of pointed out, the intersection of D-II cross country/track, and medical graduate school worth coming abroad for is pretty small.
You might want to check out the University of Minnesota-Duluth as another option. They have a graduate program in some biomedical areas which is offered in conjunction with the larger (and thus probably better academically) Twin Cities campus, but the UMD campus participates in D-II cross country and track.
The other needle you'll have to thread is the combination of athletic or academic scholarships. you should look into the fulbright program.
