Kid runs a 600 in 1:31 (29/31/31), 4:30 recovery, then a 300 in 41 and another in 48 with 3:00 between each. Then 2:00 after that and a 150 in 21.0 and about 2:00 recovery and then another 150m in 19.

I did similar workouts my Soph year in high school.
I'd say 2:02 to 2:04 is a about right.
I finally got under 2:00 (1:58) the summer between my Soph and Jr. years when I started adding in workouts like the following:
2 x 500 in 75 w 4-5 min between, 5min break, 3 x 300 w 3 min rest @ 43.
1 x 600 (1:29-1:30), 4 x 200 w 200 walk @ 28
6 x 300 w 3 min @ 42-43
8 x 200 w 2:30 @ 27-28
4 x 400 w 4 min @ 59-60
(earlier in the year I had done more strength / base work)
I generally did these every other day with a 5 to 7 miles easy run the days in between.

The Kosmin test is usually a good indication of 800m potential.
I say DNF.
Or maybe, how about...... why not run the 800 and see...
Well, if you think someone is in 2:00 shape the should run a race differently than someone that's in 2:06 shape. It's important to know what kind of shape someone is in before a race. It does no good to waste races by trying to figure out one's capability.
