Paula's run was impressive for the psychologically oppressive conditions of wetness, but it was not windy. You do not see world records, or even particularly fast runs when there is even what most people call a "moderate" breeze. The one possible exception was a 10K WR atempt with Geb and Bek at Bislett a few years back. They managed to run sub-27:00, but the wind defeated what would surely have been a WR (they were both in awesome shape).
Also, Craig Virgin's 2-mile HSR in 8:40 in oppressive heat is considered a big one. But again wind not a factor.
Rain is no biggy. Cold is rarely a negative factor. Heat is a major factor mainly above 1500. Wind kills all.
Wind certainly affected Geb's time in Berlin marathon last year. He was well inside Tergat's time at 20 miles. Of course if there had been competition he would have run faster.

Another exception was Crammies 2:12.88 1000m the 4th fastest of all-time. Cram was in the middle of his purple patch and despite the windy conditions (in gateshead it's always blowy) he got pretty close to Coe's then WR. Even Bekele was unable to break Brendan Foster's 3000m stadium record - Songok eventually broke it in perfect conditions last year. Peter Coe maintained that the 1000m record was better then the 800m, so for Cram to get even near that mark was awesome.

Cram's 800m 1:43.22 at the Edinburgh Commonwealth Games was run in terrible conditions. That was fairly impressive for a miler.
