Resting rates vary. Jim Ryun's was famously somewhere in the 60's, and he was a pretty good runner. I went to school with a runner whose resting pulse was 28. I never clocked my own below 45, but then I started with a naturally-high pulse, somewhere in the 70's--it went down with training and weight loss.
Resting pulse, then, is not much of a performance predictor from person to person; but for a given individual an elevated waking pulse (i.e. 10+% higher than usual, after waking up but before getting out of bed) is a sign of incomplete recovery (meaning: back off your training). So in that sense, having a good idea of your "baseline" waking pulse is important. (You need to know it more precisely than "60-70"!) Just be sure to count it for a full minute, not 10 or 15 seconds.

mine is as low as 42 and as high as 54. it once got up over 60 after i ran a workout to hard.
7 years ago prior to my return to running, mine was around 70. With regular running, it dropped to 55.
But when I'm training, it'll drop down to 42.
Everyone's is different so don't get hung up so much comparing yourself to others. What is more important is comparing your resting rate over time.
