There is an obvious category that is not being looked at, actually two. Women's records in the sprints and weights and, because of the Chinese thing, women distance runners from 1500 to 10000. As a note on the term "record" by and large, this should be restricted to the Olympic events with a few exceptions (3000 for men and women). 2 miles, 300m, etc do not count, although the quality of the 1000m makes for a bit of consideration. Indoor marks are too dependent on circumstance (e.g., Arkansas track, the lane draw for the 200...)
In the sprints we have none other than .... MJ(ones). Her record of domination without setting even an American record is substantial. Mary Decker probably never had a real (800, 1500, 3000, 10,000) World record, although she had numerous US records. A case can be made for the French star at 200/400 (blanking on name temporarily).

I would have said Kipchoge until his road 10k.
Both Nicholas Kemboi and Abebe Dinkesa Negera have run 26:30 for 10k, but haven't broken any national records.
Mimoun and Yifter were good suggestions, I would add to that Mohammed Gammoudi, 3-time Olympian/4-time medalist: silver 10,000m (1964); gold 5,000m, bronze 10,000m (1968); silver 5,000m(1972). Won the World XC in 1968. Like Mimoun, Gammoudi has the distinction of being a distance runner who medalled in 3 successive Olympics, a feat that runners such as Zatopek, Viren, and Gebresellassie attempted but failed to achieve. Yifter likely would have done it but for the the African boycott in 76 (which boycott also prevented Gammoudi from atempting it in a fourth Olympics). Three all-time greats who ran to win but never got close to a record.
