Does it really matter what ones opinion is on something that really doesn't matter and that can never really be nailed down?
With all that said:
Competitive world level runner = 2:09/1:02
Competitive national level runner = 2:18/1:06
Hard to say what's elite, but I know if you run a 2:15 marathon in this country, everyone on here screams you should get a generous shoe contract. Nevermind that Kenya porbably has at least a 100 guys that can do that.

so am I elite for running sub 1:10 through the 1/2 way point of Chicago but not running under 2:17?
I just want to know if I should ask for a 5 or 6 digit appearance fee at my next race since I'm so elite.
If you're talking about granting "Elite Status" to an event, it depends on the events. Are you talking about the local jog that gets <500 entries and maybe/maybe not has $$$, the mid-size regional event (1,000-10,000) that likely has money and/or is classy, or the world-class event like the Chicago Marathon.
Not about money. It's weather you make your living running. If you can run a 3 hour marathon, and make a living, you're elite (Ed Whitlock MIGHT qualify here).
So, go find someone to pay you to run, if you can, you're elite. (One exception to this rule, your parents do not count)

Yes, it does....and for the record, I was able to run 2:22:00 UPhill on one leg.
Since distance of the race does play a role here....
In the distance events I have always gone by this; Use the IAAF Olympic "B" standard. If you made that, then your elite.
