Well not everywhere...I would check directathletics.com. Are there local colleges around that host meets? Just play around on the internet. Most everything is registered for on the internet now anyways.
Join a local club and work with them to build post-collegiate opportunities.

Everywhere I have lived (Georgia, Alabama, Texas, DC) it is allowed. Not at every single NCAA D1 meet of course, but there are usually enough invitationals that accept unattached runners to fill your calendar. Look at the schedules of teams in your area and see where they are racing. Then call/email the coach of the school hosting and ask if you may enter unattached. This has worked well for me.
I would say most college meets would allow an unattached competitor in, especially if you are able to be competitive. You should make out a list of meets you want to compete in and then email the coaches that put them on and see what they say.
