I run in the 18s and I'd have to agree.

elite: sub 14
good: 14-15:30
decent 15:30-17.
Coming up with a breakdown for women would be a little more difficult. I'm really not sure. maybe something like..
elite: sub 16:15
good: 16:15-17:45
decent: sub 20?
In reference to DI males I'd say the standards are:
Elite is sub 14:10
Good is sub-14:50
Decent is sub-15:35
(I feel there needs to be another category between Decent and Scrub which I will call Barely Making the Cut, which I would define as sub-16:00)
Scrub is 16:00+

Malmo had a good post referring to the distinction between World Class and National Class.
But in the big scheme of things in this country, how hard is it to get described as "Elite"?
If you are ranked top 50 in the country (13:45-13:55) I would say you can call yourself elite. After that, good in my opinion can go back as far as 14:40.
But as far as decent? Anyone that shows up and breaks 16:30 at the majority (I'm not talking about the few top schools outside of D1) are contributers and can also show up at the majority of podunk 5k road races and win.
If you are a track runner post-collegiately, you will have to be at least a 13:30 guy to be considered marginely elite at the highest level. It all depends upon the quality of the field each race strives for.
Elite: 2:04:54-2:12
Good:2:13-2:35
Decent 2:40- 3:10
Scrub: Over 3:10hrs

Good: Sub 12:40 - well, it used to be
Decent - Whatever I used to run - don't push me for specifics!
Scrub - Anyone slower than I (claim to be)
There's no Olympic standard for 5k since it isn't an Olympic event.
