If you want a cookie-cutter program that's obviously the best for everyone, all the cool kids do it, AND is widely touted by people who don't know you at all...
I highly recommend 180 miles a week. Sprints after every run. Tapers are for pussies.

You can't be serious. If there was a program that would take anyone "to the top" everyone would be running fast. Still I will give you some advice. Run as much as your body will allow. If you get injured at a certain mileage then try lowering your mileage a little and adding other forms of aerobic training. 70mpw is the bare minimum though. Do this for a few years along with threshold, VO2 max, economy, lifting, and plyometric sessions. Cut weight if you need to.
With that kind of attitude, you won´t get to the top. There is no just one that kind of program you ask. Just good hard progressive training for feveral years.
Since it's late, and I'm feeling for the college kids, here's one:
11AM wake
12PM really wake
1 PM go to class
2 PM leave for bathroom....then don't come back
2:30 PM warm up, 90 minutes at 5:30 pace (easy jog)
4:00 PM 30x400 @ 55 w/ 55 seconds rest (set your timer!)
4:55 PM Collapse
5:15 PM Gain consciousness. Food plan, all you can eat of everything good
6:00 PM "Hang" with freshman hottie (honestly, just helping her with her French class), yeah, whatever!
8:00 PM Study--after all, you're paying $40,000/year to not have to flip burgers in the future.
10:00 PM Go to sleep for a nice 13-hour beauty sleep.
Ah, college life, do you remember just how grand it all was!

Winter(per week):
6-10m at 5k-10k pace, 10-15m at 15k-30k pace, 40-60m easy, 2-3h gym work(weights&drills).
Summer(per week):
2-3m at 800m-1500m pace(incl.races), 4-6m at 5k-10k pace, 6-10m at 15k-30k pace, 30-50m easy, 2-3h gym work(weights&drills).
