I was glancing through a HS meet's information packet and came across the tie breaking procedure for team advancement. I find it odd that 9-2-4 (6 person) breaks a tie with the faster 6th runner, but 9-2-5 (5 person tied teams) breaks a tie with the SLOWER 5th runner's team advancing.
If I am reading 9-2-5 correctly, totalling the first four finishers of tied five person teams gives the lowest 4 person total to the team with the slowest 5th runner.
This is contradictory to the 6th person rule.
National Federation Rule Book, Rule 9, Section 2, Articles 4-5:
9-2-4. Ties in team scoring shall be resolved by comparing the sixth-place finishers from tying teams. The team with the best sixth-place finisher shall prevail. If one team does not have a sixth-place finisher, the team with the sixth-place finisher shall prevail.
9-2-5. If only five competitors of tying teams finish, the tie shall be resolved by totaling the scores of the first four finishers.
