If somebody is walking, they're obviously not going to be a factor in the race so there'd be no point in DQing them.
They used to do this saying it was a violation of the "honest effort" rule. This rule was thrown out long ago. Any official DQing an contestant for walking in XC is a complete asshole and has no business offiating sports at any level.
For most courses, there's no way to officiate that consistently. It's not practical to have officials on every bend and behind every bush looking for walkers. So there's no point.

I remember a few winners showboating in high school they were so far a head that they walked at the end just the last 100-200 or so, but I think it showed poor form, don't know if there is a rule for that.

I'm calling bullshit on this one. no way a dude walked the last 200m of a race. what did he do, come through 2M in 8:55 before he started walking?
200M of walking is like almost 2:00.

200M of walking is like almost 2:00.
I believe it some highschool teams their top runners are 25 min 5kers.
I know on my team we have a kid who runs (walks) a 42 min 5k (male).

ARTICLE 2. a. Athletes must participate honestly in all trials and finals of all track or field events in which they legally are declared or they shall be barred from all remaining events in the current meet. Athletes must compete with maximum effort and/or qualify from trials into the finals.
b. Athletes must participate honestly in the finals of all events in which they are legally declared and qualified, and in which such participation is a criteria for entry in a subsequent meet.
Note 1: It is understood that passing on trials in field events is a strategy available in those events and is not considered a question of honest effort, provided at least one trial has been made.

That's for college to begin with and for track, not XC, where walking would be more commonplace.
I thought the point of the Honest Effort rule was that if an athlete had declared and was set to run in multiple events, they would have to run both races with an 'Honest Effort' and not completely bag the first race, so that they could be fresh for the latter race.
What about the kid who goes so hard at the beginning of the race that he sort of starts to wobble-walk the last hundred meters? Or in an ironman when the two women crawled across the finish line?
Ran a race in high school that had a hill so steep only one-third of the runners could make it to the top without walking. They quit using the hill because the downhill was so dangerous too many kids were falling and getting injured.
On extremely steep hills like that its better to walk i think. It saves energy and you go basically the same speed. I used to do it in HS- the only invit i ever won(which was fairly small heh) had a super steep hill that you went up 3 times and i would walk as fast as I could like leaning over and pushing with my hands on my thighs. Another time in a dual meet which were pretty competitive for us i was in 2nd with like 400m to go and there was an 80?m long very steep hill. I did my little "powerwalking" and all of the JV people from the other team were going bananas cuz their guy was right behind me- COME ON HES WALKING! lol but he didnt gain on the hill and i beat him. Of course that only works on hills that are ridiculously steep.
The rules have been changed but at one point crawling across the finish of triathlons was against the rules. That rule was probably changes about the time the masses started doing tri's.
Are there land mines on the course ? Then definitely walk it.
Didn't Shalane walk during NCAAs one year and still finish as an All-American? Are you saying she should have been dq'd?

I tried talking to your Mom, but all the words sounded garbled, like her mouth was full.
when d2 xc nats were at slippery rock in 2001, john kemboi, from abilene christian, walked for about 100 meters towards the end of the steep hill by the 4 mile mark. he still finished in the top 15.

Did you run for Saratoga? That's actually a rule on their girls team.
